Ownership journey
PDV traces its roots to PDV-Systeme GmbH, founded in Erfurt in 1990 to build document and data-management software for public administration. In December 2015 the founder sold the company to a group of investors led by Aheim Capital, alongside NORD Holding and the Thuringian development investor bm|t, in a succession-driven buyout of a business that then employed more than 100 people. In early 2019 Bregal Unternehmerkapital, investing through its second fund, came in as majority shareholder to accelerate growth, before exiting in 2022 via a secondary transaction. Aheim Capital has stayed invested across this period and, through its Aheim Evergreen Holding, is today the owner of the PDV.group.
Under PE ownership
Under successive private-equity ownership PDV was transformed from a single Erfurt software house into a buy-and-build platform for public-sector software. Headcount at the core PDV GmbH climbed from roughly 100 at the 2015 buyout to more than 290 across seven German locations, with growth coming from acquisition as well as organic expansion. The group brought in CC e-gov, the document-management specialist comundus regisafe and adKOMM, and added public-transport software through Jarosch and Haas, uniting the businesses under the PDV.group brand created in recent years. The strategy consolidated a fragmented German e-government software market, letting public authorities source electronic files, case processing, session management and transport administration from one supplier.
